Meet the Staff of the Breast Cancer & Women’s Health Institute of Central PA



David Arbutina, M.D., FACS

David Arbutina, M.D., FACS, serves as Medical Director of the BCWHI. Dr. Arbutina is a board certified general surgeon with focused expertise in breast cancer surgery. He is an expert, educator, and leader in surgery who since 1988 has dedicated his career to the treatment of breast cancer. During his career, Dr. Arbutina has personally treated and cared for well over 1,000 breast cancer patients. He has also treated thousands of women with benign breast conditions and is known for his expertise in distinguishing between benign and cancerous breast disease.

Dr. Arbutina is a distinguished graduate of the United States Air Force Academy and a member of Alpha Omega Alpha Medical Honor Society. He has personally been the lead investigator in breast cancer research protocols. While a Colonel and Surgeon in the U.S. Air Force, Dr. Arbutina was the director of one of four general surgery residencies for more than a decade. He trained more than 50 Air Force surgeons who through his guidance now practice in many different surgical fields. Dr. Arbutina also served as chief consultant to the Air Force Surgeon General in general surgery and was responsible for surgical assignments around the world. He is past President of the Society of Air Force Clinical Surgeons and was also awarded that Society’s Excalibur Award.

Dr. Arbutina is currently President of the Keystone Chapter of the American College of Surgeons where over the past five years he has directed three educational programs for the region’s surgeons. He is also governor of the American College of Surgeons and as such, helps forge policies to promote safe and economical surgical care across the nation.


Kelly William Biggs, M.D.

Board Certified Diagnostic Radiologist, serves as Medical Director of Tyrone Hospital’s radiology department and provides full-time radiologist services. Dr. Biggs is distinguished by his expertise in radiology as well as his service as a pilot and Commander in the United States Navy. Dr. Biggs expertise includes general radiology as well as neuroradiology, musculoskeletal radiology, screening and diagnostic breast imaging and interventional radiology procedures.

Prior to joining Tyrone Hospital, Dr. Biggs was employed at Geisinger Medical Center’s Gray’s Woods facility in State College. He developed the radiology services at Gray’s Woods through implementation of breast cancer risk factor screening both at Gray’s Woods and Geisinger’s regional clinics and performed the facility’s first MRI breast biopsies and sonohysterograms. Dr. Biggs also supervised the American College of Radiology’s (ACR) accreditation of the facility’s breast MRI. Additionally, he provided numerous educational case conferences and lectures on radiology topics to physicians.

Dr. Biggs is a graduate of the Baylor College of Medicine in Houston, Texas. He completed an internship and residency in diagnostic radiology at Texas A&M Health Science Center in Temple, Texas. He completed additional graduate studies at Georgetown University in Washington, DC.  His undergraduate studies were completed at the United States Naval Academy in Annapolis, Maryland where he graduated with Honors and Distinction.

Dr. Biggs leadership experience includes serving as Chief Radiology Resident at Scott & White Hospital. His military leadership experience includes serving as Officer in Charge of the USS Inchon Detachment 2 of the Air National Guard Ellington Air Base.  He was also Officer in Charge of the Fleet Aviation Specialized Operational Training Group Detachment at Whidbey Island. He was also a Navy Pilot Plane Commander/Mission Commander, Patrol Squadron FORTY, at the Naval Air Station at Whidbey Island.

Dr. Biggs is also active in academic projects. He has presented to physician audiences at the Radiological Society of North America’s Scientific Assembly. He co-authored an article that was published in The Breast Journal.  He has also submitted a number of case studies to the American College of Radiology’s Case in Point, an educational program for radiologists and other physicians. His professional memberships include the Radiological Society of North America, American College of Radiology and the Society of Breast Imaging.


Nancy Heeman, LPN

Nancy is an LPN with over 20 years of clinical surgical experience and caring for breast cancer patients. She is very dedicated to her patients and believes in an empathetic and caring approach. Nancy has established a very professional and excellent working ethic with all health care providers. Her experience includes scheduling patient tests and navigating patients through the complex medical system. Nancy works diligently with the patient to address any concerns the patient may have.

Nancy believes that it is a privilege to work with an esteemed physician as Dr. Arbutina: “I appreciate being able to work in an environment that allows me to get to know the patient personally and understand their needs. I am privileged to work with Dr. Arbutina and assist in the care of his patients. We would like to be there for any patient experiencing breast disease through this difficult time in their life.”


Joyce Arbutina, Registered Nurse

Joyce graduated from Northeastern University, Boston, Massachusetts in 1982 with a BSN. She worked one year at Boston University Hospital before joining the Unites States Air Force in 1983. She devoted ten years working in Labor and Delivery, Post Partum, Nursery and OB/GYN clinic settings. After taking time off to raise her family, she went back to work in a medical office in State College.

Joyce is now grateful to be working with her husband, Dr. David Arbutina, their wonderful staff and patients of the Breast Cancer & Women’s Health Institute of Central Pennsylvania.


Kate Coltabaugh, Office Manager and Medical Billing Specialist

Kate graduated from Penn State University with a degree in Human Development and Family Studies, with a concentration in Family and Childhood care. While pursuing a job in her field, she went into banking, ended up liking it, and advanced to the positions of Community Office Manager and Loan Officer.

After eleven plus years, a career change has united her with Dr. Arbutina and she now uses her HDFS and banking background to serve as office manager and medical billing specialist. Kate is married with one child and two spoiled dachshunds.

Becky Markel, Office Staff

Becky has worked as a medical staff personnel for many years in hospital settings and in office settings in Virginia & Pennsylvania.  Becky has worked as a medical procedure/surgery scheduler, a medical coder/data entry, a clerical team leader in a multi-specialty physician group and in medical records.  She also worked for many years as a hospital/physician group medical transcriptionist in office and at home.

After working from home for 8+ years, she now again enjoys having interaction with patients and assisting in the office work flow in a variety of duties to bring thorough and quality care to patients and assurance that each patient is well taken care of.  Becky has come to work for Dr. Arbutina as “when one door closes, another opens.”  She truly enjoys her new job.  Becky is married and has one daughter.  She enjoys being outdoors and being active.
